From the City of Urbana:
The Windsor Road concrete pavement work is complete; however, an unusually high amount of uncontrolled cracks has been observed in the finished product. The contractor will perform corrective work to address the uncontrolled cracks, (which includes the removal and replacement of the impacted concrete panels) but this work is weather dependent and is expected to be performed in the first half of 2016.
Two-way, two-lane traffic will be maintained throughout the project site during the winter shutdown period and until the corrective work is complete. The traffic signals at the Windsor Road and Race Street intersection, the video detection system at the Windsor Road and Philo Road intersection, and the pedestrian warning system at the Windsor Road and Vine Street intersection are expected to be fully operational before the start of the winter shutdown period. The full operation of the traffic signals, including vehicle detection systems, at the Race Street and Philo Road intersections with Windsor Road, should aid traffic flow through the project site.
A separate information release will be issued by the City announcing the start-up of the Windsor Road and Race Street traffic signals and the winter shutdown period.
